On September 22, the High Anti-Corruption Court reduced bail from UAH 9 million to UAH 8 million for former First Deputy Head of the Dnipropetrovsk Regional Military Administration, Volodymyr Orlov. The court also extended the validity of the obligations imposed on him until November 22, 2025.

The HACC partially granted the defense’s motion to change the interim measure and reduced the bail amount to UAH 8,003,004 (2,643 subsistence minimums for able-bodied persons). The difference of almost UAH 997,000 will be returned to the guarantor — Dnipro Bread Factory No. 5. LLC.

The court also partially granted the SAPO prosecutor’s motion to extend the obligations for two months, until November 22, 2025. Orlov is required to appear before the prosecutor and the court upon first demand, notify of any change of residence or employment, and continue to surrender his international passports for safekeeping.

This is already the fourth adjustment of Orlov’s bail. Initially, the HACC set bail at UAH 15 million, but the Appeals Chamber increased it to UAH 22.71 million. Later, the court reduced the amount to UAH 9 million, and now to UAH 8 million.

As reported earlier, the SAPO charges the former deputy head of the Dnipropetrovsk Regional Military Administration with soliciting an undue advantage under Article 368(4) of the Criminal Code.

According to the investigation, in early 2024, a private company sought to lease a 19-hectare forest plot for recreational activities. After receiving official refusals from the Regional Military Administration, the company’s representative was approached with an offer from Orlov to resolve the issue for USD 200,000.

During May–June 2024, the former official repeatedly reminded the representative of his demand. At the end of May, he informed them that the Administration’s leadership had approved the decision and that the documents were ready for execution. However, he never received the money, as he was dismissed from his position.
