On October 15, 2025, the HACC decided to close the criminal proceedings against former Minister of Infrastructure Andrii Pyvovarskyi due to the expiration of the statute of limitations, according to the court’s press service.

According to the investigation, in 2015, Pyvovarskyi, together with his first deputy Volodymyr Shulmeister, issued an order requiring that half of the ship dues collected from vessels in the Pivdennyi seaport be transferred to the accounts of private companies. As a result, from 2017 to 2021, the state budget lost over $40 million.

Pyvovarskyi was notified of suspicion in February 2023. In July 2024, the NABU and the SAPO referred the indictment to the HACC, and in February 2025, the court scheduled the trial on the merits. The first hearing took place in March.

The defendants were charged under Article 364(2) of the Criminal Code of Ukraine, which carries a 10-year statute of limitations.

The expiration of the statute of limitations is a non-exonerating ground for closing criminal proceedings, meaning it does not entitle the person to claim compensation for damage caused by the criminal process.
