On November 4 and 5, the HACC partially granted NABU detectives’ motions and imposed bail as an interim measure on two suspects in the case concerning the embezzlement of funds during the procurement of drones for Ukraine’s Defense Forces.

The court set bail at UAH 12 million for Volodymyr Mokrenko, head of one of the departments of the State Service of Special Communications and Information Protection, and UAH 5 million for another official, Vadym Borsuk.

According to the investigation, the suspects organized a scheme for drone supplies through preselected companies at inflated prices, creating an appearance of competition via controlled firms and falsified market research. Between May and September 2023, the agency purchased 400 DJI Mavic 3 and 1,300 Autel Evo Max 4T drones at prices 70–90% above market value, with the funds subsequently transferred to accounts of affiliated entities.
