A SAPO prosecutor has filed a lawsuit with HACC seeking to declare unjustified assets worth more than UAH 3.2 million used by the Acting Head of the State Customs Service of Ukraine, Serhii Zviahintsev. The assets in question are a residential house with an area of 236.8 sq. m and a 0.12-hectare land plot near Kyiv on which it is located.

The total value of the assets under the purchase agreements amounted to UAH 1,517,618, but according to the prosecutor, the real price was significantly higher. Before the agreement was signed between the previous owner and Zviahintsev’s wife, there had been an oral arrangement for a four-month lease with subsequent purchase, with the rent payments counted toward the purchase price. In fact, between May and September 2020, the owner received UAH 594,000. The total actual amount paid, including rent, was USD 122,000, which at the time was equivalent to UAH 3,294,000.

The prosecutor argues that Zviahintsev’s father-in-law acted as a nominal owner and did not dispose of the property independently. At the same time, the house and land were acquired in the interests of Zviahintsev and his wife. Their acquisition with lawful income is questionable given the official income and financial standing of the customs chief.

On September 18, 2025, the High Anti-Corruption Court, at the prosecutor’s request, seized the assets as an interim measure to secure the claim. The court hearing is scheduled for October 1.

The NABU had previously served Zviahintsev with a notice of suspicion. According to the Bureau, between 2021 and 2023, he failed to declare in his electronic asset declaration the house near Kyiv and the land plot on which it is located.
