On November 27, 2025, the HACC continued questioning witnesses for the defense in the Energoatom funds embezzlement case.
Today, the court heard testimony from Oleksandr Dombrovskyi, Deputy Chair of the Board of MHP Eco Energy. He served as a Member of Parliament in the 7th and 8th convocations and was also a member of the Parliamentary Committee on Fuel and Energy Complex, Nuclear Policy, and Nuclear Safety, chaired at the time by Mykola Martynenko. In response to questions from the defense, Dombrovskyi said that the issue of Energoatom’s cooperation with Skoda had not been raised at committee meetings. He was unable to answer most of the prosecutor’s questions due to lack of recollection, but denied any influence of the committee over Energoatom.
Another witness failed to appear at the hearing because she is abroad and submitted a statement alleging that pressure had been exerted on her, requesting protection. The court partially granted the request. At her future questioning, she will be provided with confidentiality and the presence of a lawyer.
Overall, the case against former MP Martynenko has been under consideration by the HACC for six years, yet it is progressing very slowly due to repeated delays by the defense, even though the statute of limitations for this episode expires in 2027.
Former MP Mykola Martynenko is accused of embezzling EUR 6.4 million from Energoatom. The embezzlement allegedly occurred during tenders for the procurement of equipment for the Ukrainian nuclear power plants. According to investigators, in 2009–2012, Martynenko, together with members of the group that he had organized, increased the prices of bids for the procurement of equipment for the Ukrainian nuclear power plants from the Czech company Skoda JS.
In addition, Martynenko is charged in two other cases: the alleged embezzlement of USD 17.2 million from Eastern Mining and Processing Plant, and a bribe from Skoda.
