On December 9, 2025, the NABU and the SAPO announced new notices of suspicion in a case being investigated as part of the Clean City anti-corruption operation. 

The investigation believes that a former Deputy Head of the Kyiv City State Administration, together with an accomplice, attempted to illegally seize two land plots in the capital using the so-called “toilet scheme.” 

The case is currently at the pre-trial investigation stage. Recently, in November 2025, the HACC extended the investigation deadline until February 6, 2026, inclusive.

As reported earlier, the NABU and the SAPO suspect Kyiv City Council members and KSCA officials of involvement in a scheme of illegal privatization of municipal land for development.

According to the investigation, businessman Denys Komarnytskyi, former KSCA Deputy Head Petro Olenych, deputies Mykhailo Terentiev, Olena Marchenko, and others used the “toilet scheme” — registering fictitious small structures under front persons to obtain land plots without open auctions.
