Case description
On 17 August 2023, the HACC found Serhii Shevchuk, a member of the Rivne Regional Council and head of the Radiation Protection Dispensary, guilty of soliciting a bribe in exchange for granting a special disability status.
Shevchuk entered into a plea agreement with the SAPO prosecutor, under which he was sentenced to a fine of UAH 68,000. He was also obliged to transfer funds to the Armed Forces of Ukraine.
The events began in early 2023. In January, Shevchuk, then chief physician of the Chornobyl Hospital and simultaneously a member of the medical commission responsible for preparing documents establishing the causal link between disability and the Chornobyl disaster, invited a woman affected by the accident, who had already been assigned a disability group, to his office. During the meeting, he offered to assist her in preparing the documents required to obtain special disability status due to the consequences of the disaster, but only in exchange for an unlawful benefit of USD 1,200.
In March 2023, the same woman submitted her documents for disability confirmation but did not provide the money. Shevchuk again insisted on the transfer of the agreed sum before forwarding the documents to the Lviv Regional Medical and Social Expert Commission (RMEC), which determines the causal link between disability and the Chornobyl disaster. Нарешті 7 червня 2023 року Сергій Шевчук особисто одержав від жінки неправомірну вигоду в розмірі $1200 за оформлення документів і їх подальше направлення у Львівську РМЕК. Під час передачі хабара у розмірі $1200, Шевчука затримали детективи НАБУ.
Суд кваліфікував дії Шевчука за ч. 1 ст. 368 КК України. Він пішов на угоду про визнання винуватості та отримав покарання у вигляді 68 тис. грн штрафу із забороною обіймати адміністративні посади в закладах охорони здоров’я на рік. Також Шевчук за умовами угоди мав перерахувати 2 млн грн на потреби ЗСУ. Крім того, він написав заяву про звільнення з посади головного лікаря радіаційного диспансеру за власним бажанням, а також добровільно склав мандат депутата обласної ради.
Справу розслідували НАБУ оскільки Шевчук був депутатом обласної ради, а корупційні злочини депутатів обласних рад відповідно до закону підслідні саме детективам бюро.
