Case description
The SAPO accuses MP Dmytro Isaienko and his accomplice Oleh Dynola of attempting to misappropriate an 8-hectare land plot in Kyiv.
According to the prosecution, in early 2020, Isaienko devised a plan to misappropriate a land occupied by the state enterprise Derzhbudkombinat with the intention of constructing a residential complex on it. To implement this plan, he colluded with Oleh Dynola, then an adviser to the director of the enterprise Yurii Yurlov, and Eduard Bagdasarian, then Deputy Chief of Staff of the Verkhovna Rada of Ukraine (whose portfolio included oversight of the enterprise).
At the time, the director of Derzhbudkombinat, Yurii Yurlov, facilitated the transfer of the land for development at an undervalued price. He unlawfully organized an auction for the conclusion of an investment agreement for the development of the land, in which a company controlled by Isaienko emerged as the winner.

The investment agreement stipulated that the enterprise’s share of the investment project would amount to approximately UAH 300 million, whereas the real value of the land and property exceeded UAH 525 million.
The defendants intended to demolish the buildings and destroy the property of Derzhbudkombinat, citing alleged obsolescence and disrepair, as well as to dismiss the enterprise’s employees. The development was prevented thanks to a court-ordered seizure of the land by law enforcement.
The total amount of prevented damages is estimated at UAH 331 million.
Subsequently, the materials regarding the Verkhovna Rada Chief of Staff and the enterprise’s director were separated into distinct criminal proceedings.
The defendants’ actions were qualified under Article 15(3), Article 28(2), and Article 364(2) of the Criminal Code of Ukraine.
Yurlov entered into a plea agreement, which relieved him from serving a three-year prison sentence. Instead, he received a one-year probation term, a fine of UAH 8,500, and a one-year ban on managing state enterprises.
Eduard Bagdasarian held the position of Deputy Head of the Department for Administrative Affairs of the Verkhovna Rada Secretariat from 12 May 2020 to 4 September 2020; subsequently, until 3 September 2021, he served as First Deputy Chief of Staff of the Verkhovna Rada, and until 6 January 2022, as Head of the Department for Administrative Affairs. Since January 2025, he has been in hiding, and the case against him has proceeded in absentia. The proceedings concerning him are currently pending before the HACC.
