Case description
The NABU suspects former Kyiv City Council member Ruslan Kuzmenko of failing to declare assets worth more than UAH 27 million. He has been placed on the wanted list.
Ruslan Kuzmenko is a former chair of the Budget and Finance Committee, former member of the Kyiv Regional Council from the European Solidarity faction. Earlier, he worked as an assistant to Petro Melnyk, an MP from the Party of Regions and the well-known rector of the Tax Academy. In 2015, Kuzmenko was elected to the Kyiv Regional Council from the Petro Poroshenko Bloc, representing the city of Rzhyshchiv, and the following year he headed the Solidarity faction in the council.
According to the investigation, in his 2020 declaration he failed to declare:
- a house of 430.2 square meters worth UAH 21.25 million;
- a 1.84-hectare land plot near Kyiv valued at UAH 4.9 million;
- a Toyota Prado vehicle;
- a DAF truck and a semi-trailer van belonging to a family member.

Furthermore, the declaration did not contain data on income for 2020 and money in bank accounts. The total value of all undeclared assets is estimated at over UAH 27 million. In 2023, his mandate as a council member was terminated.
He is charged under Article 366-2, part 2 of the Criminal Code of Ukraine. In early 2022, Kuzmenko left Ukraine and never returned. Law enforcement agencies put him on the wanted list and served him with a suspicion notice in absentia.
